The short answer is 'human intervention'. Once upon a time most dog breeds looked pretty much the same, but evolution and people breeding for specific traits created really different breeds of dogs.
Dogs that were used for hunting were bred to have much different physical traits than dogs used for herding or dogs used for personal companionship. So that big yellow dog is a breed that was developed to retrieve birds when hunting. The little thing with the sad face was bred to sit in people's laps.
Oh. I think those look more normal when they're not shaved weird.
Look there's hundreds of dog breeds, just don't worry about it. Especially here. I own a winged rabbit thing and a giant blue emu, animals are extra weird here.

I don't think that's a raccoon like the ones from my world. Our raccoons are shorter and fatter and have a different kind of fur. And little hands. Also they're gray.
